Enclosure 5.
"As a matter of fact (he adds) Malaria is at the present time i.e. at the height of the Malaria season for all practically important purposes non-existent among the actual Tunnel native workmen". A statement of the incidence since January is attached. This is entirely in accordance with my own views, and I have now directed the abandonment of the nullah training while carefully avoiding the formation of stagnant pools on the level ground.
11. Accounts. The Chief Resident Engineer at my inspection informed me in reply to my questions that he spends his entire day in his office with few exceptions when he leaves for a day or half a day to inspect works. I asked what caused so much office work and he complained that replying to the Auditor's queries and the submission of accounts occupied a large part of his time. I discussed this at our next Railway Meeting endeavouring to ascertain exactly what was complained of, and whether it might be possible to modify the system in some way so as to reduce clerical labour. I have now requested the Auditor and the Treasurer to consult with the Chief Resident Engineer and to submit any suggestions they may be able to make with this object in view, and these suggestions will be discussed at our next meeting.
